I did a similar move in ChatGPT. Instead of asking it how to topple the government and the ruling elites, I treated it as system analysis. Even if I have enabled as much cross referencing as I can, it will still work best if you keep it all in one chat, as this is a iterative process. Setting the initial constraints is important and so is explaining your intent.
So, not "How to topple the Gov", but "How to design a fair system", which essentially is the same, but without asking for indentification of intent or guilt. Game theory and cybernetics will give you the answers you seek.
