Memang harusnya tidak dibedakan antara guru honor swasta dan negeri.tapi faktanya selama ini kebijakan antara guru honor swasta dan honor disekolah negeri berbeda..yang terlihat jelas pada kebijakan sertifikasi..otomatis sudah punya serdik dan menikmati kesejahteraan semua guru honor di sekolah swasta yang masa kerja lebih dari 15th.tapi kalo honor disekolah negeri sampai sekarang pun tidak mudah bagi GTT mendapatkan serdik.dan masih banyak yang mendapat honor ratusan ribu aja meski puluhan tahun masa kerja..
