- Unlock your phone, then launch the Samsung phone settings app from the app drawer.

This didn't work for the T-Mobile version Note 9 that I just did, but it works with a slight adaptation. Instead of selecting "Choose screen lock" from the search results, scroll to the bottom and select "Direction Lock" instead. Then set up the direction lock and proceed the same way.
